EWRC Chairman was among the key speakers at the Chairmen Meeting of the Energy Committees of the Parliaments in EU
"The main purpose of the measures set out in the Clean Energy Package for all Europeans is the decarbonisation of the European economy and a global EU leadership in renewable energy sources. Consumers, who become active participants in the renewable energy market, and the energy efficiency enhancement, are in focus of the Package". This was stated by EWRC Chairman Assoc. prof. Ivan Ivanov, PhD at the Chairmen Meeting of the Energy Committees of the Parliaments of the European Union, which was part of the official program of the Bulgarian Presidency of the EU Council.
In his presentation at the Third Forum session on market integration of renewable energy sources and transition to clean energy, the chairman of the energy regulator pointed out that Bulgaria is among the 11 EU countries that have exceeded their national targets under the Package “20-20-20” for final consumption of energy from renewable sources. According to Assoc. prof. Ivan Ivanov, Bulgaria's achievements in the field of renewable energy provides a real opportunity for the country to use the mechanism of statistical transfer of renewable energy with other countries that are unable to meet their national targets. "The mechanism of statistical transfers between EU Member States is an opportunity not only for cooperation and implementation of their renewable energy national targets, but also for the sustainable development of the whole sector in full market conditions, as funds received must again be invested in new renewable energy facilities and thereby increase their share in the energy mix of the countries" said Assoc. prof. Ivan Ivanov, PhD.
As one of the key issues that need to be resolved in Bulgaria's transition to a liberalized wholesale electricity market, the EWRC chairman pointed out the need to introduce a market model for the integration of renewable energy sources generators with installed capacity over 4 MW. In front of the participants in the meeting he said that after the recently adopted legislative changes, the Bulgarian regulator is going to introduce secondary legislation specific mechanisms and a special methodology to determine the estimated market value of individual groups of renewable energy generators. This will enable the removal of the existing feed-in-tariffs for those generators who then would receive a premium.
At the end of the meeting, the EWRC chairman Assoc. prof. Ivan Ivanov stressed that further development of the renewable energy production is a key factor for achieving the objectives outlined in the Clean Energy Package for all Europeans and is the basis of the ongoing global energy transformation. According to him, the EU has chosen the right strategic direction, aiming leadership in the development and production of energy from renewable energy sources. This will result in greater accessibility and decentralization of the energy sources in Bulgaria and greater energy independence and security, believes the head of the energy regulator.
