The Energy and Water Regulatory Commission adopted the Annual Report to the European Commission and the Agency for Cooperation of Energy Regulators (ACER) on the development of the internal electricity and natural gas markets. The report is elaborated and published annually on the basis of Art. 21, para.1, item 26 of the Energy Act (EA). Thus, the Bulgarian regulator fulfills the legal requirement to provide the competent institutions of the European Union with the information provided for in European Union law.

The Annual Report contains detailed information on the main changes in the electricity and natural gas markets, including an assessment of their development and regulation. It has been indicated that EWRC has taken the necessary actions to improve the secondary legislation in accordance with its legal powers and the dynamically developing public relations in the field of energy in order to create conditions for the development of the markets.

The report presents information on the regulation of electricity networks and their technical functioning, activities related to the expansion and optimization of the network, determination of network tariffs, security and reliability regulation. An analysis of the state of competition and the functioning of the market, as well as the state of the wholesale and retail markets has been carried out. A special place is devoted to the activity of monitoring and control to prevent abuse and manipulation of the market in accordance with the commitments of the regulator under Regulation (EU) No. 1227/2011 on the integrity and transparency of the wholesale energy market.

With regard to the development of the natural gas market, the report analyzes the control for the development of gas networks for the benefit of all participants, the development of competition in the market and its effective functioning. Information has been presented on the activities of the main market entities in the sector, as well as monitoring of price levels and transparency. It is indicated that EWRC priority was to ensure a balance between the interests of energy enterprises and customers, equality between energy enterprises and guarantees for the protection of end customers.
